Webinar Description
North Carolina has made considerable progress in attaining the goals of Synar Legislation. In addition to laws banning sales to people under the age of 18, North Carolina enacted legislation limiting youth access to tobacco products. This includes legislation that:
• Prohibits access to tobacco vending machines to minors
• Prohibits access and sale of all tobacco products to minors
• Requires signage at point of sale
• Civil criminal penalties for clerks
• Specifies state enforcement authority
• Allows people under the age of 18 to conduct compliance checks
The Webinar focused on updating the Substance Abuse Prevention Block Grant Community on the following items:

• Using the Merchant Tracking Tool in ECCO for Effective and Efficient Reporting
